Cannot properly install driver due to Windows Installer error

Q: Cannot properly install driver due to Windows Installer error

I am running Windows XP professional version 2002.  It has the Service Pack 3.  I am trying to install a scanner from my bank but I receive the following error message:

'The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.'

I worked with the tech support for the scanner.  He tried uninstalling and reloading the driver and each time he attempted an operation got this same error notice.  When he opened the program folder there were no files in it.  He concluded that the driver program was not properly loading and did not have a fix.

Is this error due to Microsoft ending support for XP?  Is it an error in my system?  Anyone have an idea how to handle this?

Preferred Solution: Cannot properly install driver due to Windows Installer error

I recommend downloading and running Reimage. It's a computer repair tool that has been proven to identify and fix many Windows problems with a high level of success.

I've used it in the past to identify and fix everything from blue screens (BSOD's), ActiveX errors, corrupt files and processes, dll/exe/sys errors, recover lost memory, Windows update problems, defragging, malware removal etc.

You can download it direct from this link http://downloadreimage.com/directdownload.php. (This link will automatically start a download of Reimage that you can save to your computer.)

I believe someone playing with my PC erased an important file. System restore will not work, although all my restore points are there. Add\remove programs has disappeared from programs as well as a number of programs are not functioning. I can access the internet OK.

Windows update says Windows installer 3.1 needs to be installed. When I proceed with the install, I keep getting the following error message.
The file c:\windows\system32\msi.dll is open or in use by another application. I have tried to find out what is running or being used by this application and I can not find or figure it out.

Computer is running Win7 Pro SP1, 64 bit.

MS .NET updates have been failing since June 2015 with error Code 656.

1) Tried .NET repair, updates fail.
2) Tried installing updates after clean boot. Updates fail.
3) Uninstalled .NET 4.5.2 using MS utility (through Control Panel, Uninstall)
4) attempted to reinstall 4.5.2 using downloaded offline installer, got error "The Windows Installer Service could not be accessed".
5) ran a registry edit to fix Windows Installer as found on MS website, still cannot install.
6) ran .NET cleanup tool from MSDN
7) reregistered msiexec for 64 bit, 4 commands.
8) tried reinstall using web installer
(all work done under administrative network login).
Also tried reinstall when logged in as local system administrator, same error.

I still get "Windows Installer Service cannot be accessed" error when trying to reinstall .NET Framework 4.5.2.

I do have the option to revert to restore point and get back to where this computer was before all this started.

Advice?

Thanks!
Lynn

Hi,
I recently bought a CD-Rom which came with a driver called 'NVIDIA Detonator 40.41 (xp). My computer spec is Pentium 4 2.53GHz, 512DDR and has a Ti4600 graphics card (I bought this PC a month ago) I wish to install this driver because I heard it will enhance the performance of NVIDIA cards.

I don't know whether to erase the old driver or not and I even don't now how to do THAT. Should I just execute without removing the old drivers?

Can someone give me step by step instructions on what to do please?

Hope someone can help

Install the Intel Motherboard Chipset drivers and see if that helps.
Go to https://downloadcenter.intel.com/default.aspx and run the scan on your PC. It will either list that the driver you have is up to date or will list a new driver. In either case, download and install the available driver.

A:BIG problem: "error applying transforms" & Windows Installer Util WON'T INSTALL

I installed both the software that came with my Palm Treo 650 and the latest Palm Desktop from Palm. Neither is 100% compatible with Vista. This is what I found works best for me. You account has to be an administrator and uac has to be enabled. Hotsync won't work if you disable uac for some reason. Uninstall whatever version you have installed now. Start Windows Explorer and make sure you can view hidden and system files. Navigate to the Palm folder in the virtual virtual store. On my computer it's here:

C:\Users\username\AppData\Local\VirtualStore\Program Files\palmOne

Delete the palmOne folder. Insert the CD that came with your Palm. Don't proceed with the autorun. Navigate to the folder where the language appropriate setup.exe is. Right click on it. On the Compatibility tab set it to run in compatibility mode for Windows XP SP2 and to Run as administrator. Double click the setup.exe to run it. The initial sync may fail fail during the install. If this happens just continue with the installation. Once the install is finished right click the Hotsync icon in the System Tray and pick Setup. Set Hotsync for manual start. In Windows Explorer navigate to the Palm folder in Program Files. Right click Hotsync.exe and set compatibility mode to XP SP2 and set to Run as administrator. Reboot. You will have to start Hotsync manually. If you try to start it automatically it will be blocked because of the Run as administrator setting. You should now be able to sync to the Palm Desktop. If you want to sync to Outlook the procedure is different. You will also get a uac prompt everytime you start the Hotsync.exe. You will also get many uac prompts during the setup.

Hello everyone and thanks for your future help. Sorry if I'm in the wrong section.

Here's my problem: Yesterday I bought a new ASUS A55A laptop and was installing basic programs (Chrome, iTunes, Photoshop). I installed EASEUS partition manager and tried to resize the partitions. I tried because there was an error and now Windows will not boot.

So.

I read up on the subject: tried to active the ASUS recovery using F9, doesn't work. I opted to try and reinstall Windows using both an installation DVD and USB. Easy enough, just that I get prompted to look for the CD/DVD unit's driver.

I've read various threads about it, but none of the things I've tried (different USB ports, downloading all sorts of drivers from the official ASUS page) seem to work.

Any suggestions? Again, thank you.

A:Windows 7 Re-Install missing driver error

In the future use free Partition Wizard boot disk which never fails, while all others except Disk Mgmt can fail with total data loss.

If it failed during resizing you may have scrambled everything on the HD. Boot into the Win7 installer or System Repair Disk, make sure Win7 or its System Reserved boot partition is marked Active, run Startup Repair a few times with reboots. Does it find an installation to repair? Mark Partition Active

If no installation is found I would get the superior Clean Reinstall - Factory OEM Windows 7 . Everything you need is in the blue link including the latest official installer for your licensed version.

Any solution for this? Thanks in advance.

I uninstalled my old driver to update them and when I open the catalyst installer, I only get to choose install location and when I click install button it loads really fast to about 3/4's full then crashes with no error report given. Please help!!

A:Catalyst driver installer crashes with no error report given

Unfortunately this could be any number of things if no error report is given.

Give the following a try:
Check to see if your firewall has blocked/sandboxed the catalyst installer. I personally use Comodo Internet Security and often find new files get sandboxed and can't install/run properly as a result. If this is the case you'll need to add the installer as a trusted file via the control panel of your chosen firewall.
Redownload the catalyst installer. There's always the chance that you have a damaged file.
Boot up in safe mode and try to install the catalyst installer from there.

I would get your data off that drive then delete it down to unallocated space, then install W7 to the entire drive, convert the drive to MBR before you start.

Do you have an activation key for 7 ?

Hi I hope this is is in the right thread I already posted in software but was unable to find the solution I have also posted on the microsoft forum with no luck Basically I am unable to install anything with msi windows installer package I will get error messages like 'There is a problem with this windows installer package A DLL required for this install to complete could not be run installer .msi 1723 with to a anything Error - Unable install Contact your support personnel or package vendor' OR 'Installation directory must be on a local hard drive' Even though it is When it does give me an error code it is always Its not with any specific software I'm having trouble with For example I tried installing Acrobat Quicktime Rhinoceros d software and T-splines plugin for Rhinoceros all of which got an error and had msi installers so I think its safe to assume its not the software but Error 1723 - Unable to install anything with a .msi installer a problem with my computer I have checked all the installers on another computer and they work Things I've tried so far sfc scannow Microsoft fix it tool Checked the status of windows installer in Services It was running The only thing I have come Error 1723 - Unable to install anything with a .msi installer close to is using 'run as admin' with quicktime as it was the only program which allowed that option as an msi This actually worked and was able to override the DLL error somehow and install quicktime Any help is really appreciated

A:Error 1723 - Unable to install anything with a .msi installer

I am guessing that it is the problem of windows installer. For windows 7, it is the installer version 5, and that is not available to download. It is built in windows 7.

Run SFC /SCANNOW Command - System File Checker

If it fails, try Repair Install.

Installing via DVD is not possible as the computer has no optical drive. Thanks in advance for the help.

Ok well I have a Dell dimension E310 and I am trying to install windows 7 pro on it. The cd starts fine and once it gets to the install I says it needs the drivers for the cd/DVD drive. The model of that is this:
HL-DT-ST GCC-4482B
when i download the driver, i just get an .exe file. I put that on a USB flash drive and when I click on it in the windows 7 setup, it doesn't see it. It's just a. Drop down menu to select the driver too. So I don. Thing I can select individual files. What do I do?! Please help!

A:Windows 7 installer needs cd/DVD driver.

Where are you downloading the driver from? Please provide a link.

The "driver" for the CD/DVD is actually the driver for the storage controller on the motherboard. For this you'll need the appropriate Matrix Storage Manager or Rapid Storage Technology from http://downloadcenter.intel.com

You'll have to locate the driver for the appropriate chipset and then find the one that's designed to use the F6 method of driver installation (this is an example and may not be the appropriate version for your system: http://downloadcenter.intel.com/Deta...18860&lang=eng )

Even though it says you don't need it for Vista/Win7, don't believe it. Extract the contents to a flash drive (you don't need the floppy in Vista or Win7) and then point the installer at it.

Here's a search for the chipset in your Dell - you'll have to decide which chipset that you have.

Since Windows-7 64bit does not detect the IR receiver hardware the Toshiba drivers will not install even though the drives are marked 32/62 bit.

Hi

Ever since I upgraded to the XP Service Pack 2, I've had nothing but problems. The most annoying of which being Windows Installer/InstallShield won't install anything. It appears like it will install, then stops when it says 'Configuring Windows Installer', then I get this message '1607: Unable to install InstallShield Scripting Runtime'

I have checked out the support at the InstallShield website. They address the issue on the site, but none of the solutions help.

Just wondering if anyone knows of any possible solutions.

Thanks in advance.

Instead of saying it was done, it said it was unable to install. Then I downloaded the file manually and went to install. It said something about not having permissions, or access denied. I would hihgly appreciate any help that you can provide to get me out out of this frustrating loop.

I assume that's a "recover to factory defaults." Try it again. If it fails again you'll probably need to do the recovery from a USB flash drive (since you apparently do not have a DVD drive). If you did not create a Recovery disk check with Acer to see if one can be purchased.

After booting up and loading the desktop, icons, etc., I get a window that says Windows Installer is installing something, then configuring something called "Photogallery". While this is going on, I get another window saying something about Norton not supporting the repair function and to uninstall and reinstall. I have this dialog box coming up all the time............
It just sits there ....doesn't do a thing.............unless I cancel it.

I think the problem came when I wanted to uninstall Microsoft Home & student 2010.
I finally did this & have gone back to a system restore point but still have this Installer box coming up.
It is getting annoying & time consuming.
I have googled it & found a multitude of answers....some i tried.....others seemd to complicated.
I am a novice at this.

Anyone with the patience to help me please?????

A:Windows Installer ...Preparing to Install.....

It seems as if you have done a poor un-installation of Office. Only ever un-install programs using the Add/Remove function in Control Panel.

Try reinstalling the Office package, restart, un-install from add/remove, restart then open Internet Explorer.

This should fix your problem.

If not post back.

Have you tried re-installing the OS? Did this problem occur with a fresh install?

I'm having trouble with the windows installer. Everything I have read says "easy to fix in 2 minutes" and the first thing you have to do is download the fix it program. Well, guess what? I can download it but I can't install it! Imagine that! Can anyone help me around this situation?

A:windows 7 installer, if I can't install I can't download the fix!

Try this :

Quote:

Delete all temporary files.

a. Restart the computer.
b. Click Start > Programs > Accessories > Windows Explorer, or double-click the My Computer icon on the desktop.
c. Click anywhere in the Address bar to select it. (If you do not see the Address bar, then right-click the blank area to the right of Help. On the menu that appears, click Address bar.)
d. Type %temp% and then press Enter:
e. The Temp folder for the currently logged-on user displays.
f. In most cases, you can safely delete the contents. If you are not sure, then copy any files or folders to a different location. To delete the contents, click the Edit menu, and then click Select All.
g. Press Delete, and then click Yes if prompted to confirm.

See if it helps.

when i try to install/uninstall, i get a message service could not be accessed.

i followed a link from here and have checked the location of the msiexec.exe file and the path/value is correct in the registry.

but i have 2 msiexec.exe files, 1 in w\sys32, the 3.1 version and 1 in w\spf\i386.

could having 2 files be part of the problem?

"windows installer preparing to install..." message keeps popping up every few seconds on my dell desktop with xp media center edition sp3. I thought it might be malware so I ran malwarebytes antimalware and found nothing. I read somewhere that I should install and run the windows installer cleaner so I tried this but it won't let me install the cleaner. It gives a message saying that another program is installing and this needs to finish first. I read up on not being able to run the windows install cleaner and tried to end one of the two msexec processes from the task manager. this was a bad idea as it caused me to have another message about spss 15 trying to install every couple of seconds in addition to the windows installer. This is really frustrating. Unfortunately, I have a dissertation to write. Can anyone help me out? Thanks

Ok Ive had this problem for about 2 weeks now.
Hardly anything will install without crashing. Im downloading what should be the correct installers of many things like java, shockwave and a lot more applications and they all crash within the first few stages within the installer and I get the error report thing. Same with AIM... It messes up 90% of the time I open it but it managed to install. MSN wont install either.
BUT ironicly. Every single VST and VSTi (theyre just plugins for music creation software... .ddls) Ive installed work - same with all my music apps.

One thing I tried was reinstalling windows installer. No luck - it did install but everything still messes up.

Im running XP SP2 on this machine simply because everything should work on it. Its the Professional 2002 version. I have 2GB of ram and a Q6600 quad core(this may be causing the problem, I dunno)

Thanks

I had an issue with the .MSI Windows Installer (imbedded in Windows 7).

I followed some bad advice and deleted via Regedit. Windows Installer 5.0 is NOT available for download as a stand alone program.

So I'm pondering doing a Repair Install.

Will doing so Reinstall the Windows Installer Program ?

A:Will a Repair Install Fix the Windows Installer 5.0 ??

Yes it should seeing as its a windows file.
Repair install replaces the Windows files from the disc.

I recently purchased software that requires that various Microsoft components be installed, including Microsoft Installer (MSI) version 4.5. I have tried to download the MSI 4.5 (WindowsXP-KB942288-v3-x86.exe file) from Microsoft website but it will not install and leaves me with my current MSI version 3.1. During install of MSI 4.5 I get an "access denied" error, then computer undoes the changes and restarts leaving me with the MSI 3.1.

What would cause my system to not allow for the MSI 4.5 version to replace the 3.1, This is leaving me unable to install my recent software purchase.

I have Windows XP SP3/32 bit.
Thank you for your courtesies in helping me.

You don`t repair your windows installer, you either buy a new one, or you download the iso file of the version you need and burn it to dvd.

Try running SFC /SCANNOW Command - System File Checker.

A:Windows 7 installer not able to find SATA RAID device driver

You need to put in a USB drive key the "Intel? Matrix Storage Manager" drivers (F6) dedicated to windows 7. That's the one missing you have to browse during Windows 7 Installation:

here Intel? Matrix Storage Manager and pick up the F6 drivers "f6flpy3289.zip" (for x32bits of Windows 7) or "f6flpy6489.zip" if you plan install x64bits of Windows 7, extract the files in the USB Drive & plug it before starting the Windows 7 Install CD.

and pick up also "IATA89CD.exe" to install the software monitoring after you have finished windows 7 install. It should be the right ones as your motherboard ASUS P5KPL-CM support Intel G31/ICH7 Chipset.

or you could skip browsing the drivers and try afterward this method.

AHCI : Enable in Windows 7 after OS install then install the Intel matrix storage manager monitoring software afterward if needed.

Bios will have to be set as "Enhanced Mode Support on [S-ATA]" prior to install.

Try reinstalling, if that doesn't do the trick try making another copy of the disc as it may be a corrupt disc image.

When I first bought my Gateway compurter in Jan. I tried to install Outlook on my laptop. It did not install. Instead, on startup every time, the computer automatically pops up Windows Installer and I have to cancel it. This is a nusiance. I still would like to have Outlook installed but I don't know how to do so.
Thanks.

A:How can I stop windows installer at start-up and install Windows Outlook on my comput

Hey, see if windows installer is in your startup entries:

- Open the start menu
- Type "msconfig.exe" in the search bar
- Press enter to open msconfig
- Goto the startup tab
- Look through these entries for "windows installer" or the path to windows installer
- If you find it:
> uncheck the box next to it
> click ok and restart to check
- If not:
> Post back and i'll do some reading into it

Cheers,
Jamey

My problem is similar to what was discussed in the thread vb topic called quot Radeon SE - quot INF Error - Video driver not found error driver after INF install Driver Cleaner during quot quot I can t include URL in posts yet Using that advice I downloaded and used Driver Cleaner Here s the full story After updating my graphics driver I discovered that the Catalyst Display Driver from ATI website did not support my X PRO card I was unable to reinstall the previous driver After doing some research I bought Driver Cleaner and followed the instructions precisely However after the final reboot when I tried to load the correct driver I get two error messages - INF error Video driver not found - Setup was unable to complete the installation Try to setup your display adapter with a INF error during driver install after Driver Cleaner standard VGA driver before running setup These were the same messages I got before using Driver Cleaner and INF error during driver install after Driver Cleaner I m still unable to load the graphics driver - Original wrong driver Catalyst Display Driver rev - New correct driver Catalyst Display Driver rev - I followed the DC instructions to the letter Although the instructions do briefly mention Safe Mode nowhere in the instructions does it say if or when to actually enter Safe Mode So Safe Mode was not used for any of this The computer was disconnected from the net the ATI Uninstall Utility was used in Add Remove Programs then rebooted I canceled the attempted reinstallation of the drivers at reboot no antivirus was running DC was run using filters ATI and ATI CCC the recycle bin was emptied INF error during driver install after Driver Cleaner and it was rebooted Again it tried to install the graphics driver but I canceled Then I attempted to install the correct driver but failed with the errors noted above - Just to make sure that the drivers didn t somehow still get installed by Windows I checked Device Manager The X PRO was not present -- the listed display adapter is DisplayLink Mirror Adapter - The computer is running Windows XP - I don t know if I have NET Framework installed - Motherboard Mach Speed P M In case it helps I ve attached the DC log files Does anyone have any idea what I can do Could the problem be not using Safe Mode for part of this If I m to use Safe Mode when should it be done During the quot cleaning quot Or after the reboot and during the driver installation nbsp

Logged on a Windows 2000 SP4 workstation as Administrator (either domain or local) I get the following error message when initiating setup of the MS Windows Installer 3.0 (or 3.1):

Setup Error:
You do not have permission to update Windows 2000. Pls contact your system administrator.

Downloaded from MS site: WindowsInstaller-KB884016-v2-x86.exe
MS documentation indicates that it is supported by Windows 2000 sp4.

Can anyone help?
Thanks in advanced.

Logging in as Administrator in a domain does not necessarily mean that you have permissions to install software.

Greetings Oh wise ones...

I am Running Dell 8300 Dinension/ XP/ SP3/ 512 Mem/ Intel 4/
My Canon printer died, so got a Used, (but known working in good condition) HP Photosmart 2410xi All-in-One
and have not been able to install it in spite of every suggested method by HP. I now notice that the Windows
Installer file is missing from the Services, and it had been there 2 days before this Install effort started.
It appears that all the dependencies required for the Installer are in place and started, but IT is not listed.
I can't figure what went wrong, but any suggestions to recover it will be appreciated. Of course every attempt to
install the printer drives, runs into the missing Windows Installer problem.

Thanks in advance for your usually prompt and learned advice.

A:Windows Installer Help (printer install problems)

Here is a link to the HP page for your printer. http://h10025.www1.hp.com/ewfrf/wc/s...=427933&os=228

There is a patch for an install error there. If that does not work, download and install the driver from the web site.

If neither works, post back and we will try something else.

Windows installer repeatedly tries to install "Roxio Media Manager"...and I must use the Task Manager to cancel. The program cannot install because it requests a disc to be inserted, and I have no such disc, nor did I ask to install this Roxio program. Can anyone tell me how to abort this repeated installation attempt? It just pops up over and over and over!
I'm using Windows XP with all service packs installed. I've tried the Microsoft "Fix It' program...did not help.

Hello,

I have a problem that windows trys to install a missing program named Vongo. How do i remove this auto install at startup. Vongo is not needed on my computer.

A:Windows Installer Problem...keeps Trying To Install Vongo

Do you happen to have an HP computer? Apparently Vongo is preloaded on to some HP laptops. (at least all the references I found mentioned laptops)According to Wikipedia "Vongo is a video on demand service, owned by Liberty Media's Starz Entertainment, parent company of the Starz network, that allows the user to download and view movies for a fixed price per month."A quick search for removal of Vongo took me to cnet.com forums where there are 65 posts about Vongo. Apparently there are a lot of people who are unhappy about this being included on their systems. It seems that it's a bear to get rid of, going through Add/Remove to uninstall doesn't work. Here is the link to the cnet forum, you might find something there that will work for you.http://forums.cnet.com/5208-7587_102-0.htm...78&start=60

My Windows installation is many years old and gone through many hardware changes software installations and uninstallations and Windows itself has been getting progressively slower buggier and prone to odd crashes and hang ups I decided to try repairing the installation C:\ as install Windows sets C:\ its path own cannot to - 7 installer with my original install disc but found that my DVD drive is no longer functional Having used the official ISO from Microsoft to create a bootable USB for my netbook worked swimmingly Windows 7 installer sets its own path as C:\ - cannot install to C:\ For my desktop not so much When booting from USB on my desktop the Windows installer mounts itself as drive C while detecting my existing Windows installation as being drive D when it is actually and most certainly C I've tried forcing drive paths from within Windows changing boot order switching USB ports all manner of UEFI options pertaining to USB and it always sets the installer as C unable to set the Windows install path to C because C is in use by the installer I'm a bit too paranoid to try repairing Windows for fear of it totally screwing everything up with the forced drive path change and using a drive path other than C for a clean install is at best undesirable Would also prefer not to spend money on a DVD drive that I will in all likelihood use exactly once Motherboard which I'd wager is the culprit is an embarrassingly flashy ASRock P Professional

You don't boot from USB on the desktop.

If you are trying to do a clean install, you shutdown or restart and boot from the USB.

A:Windows Installer service CANNOT INSTALL JACK! x64

Since you have, as you played with the registery, who knows what is going to happen.

Are the things you want to install 64bit compatible ?

"Playing" in the registry is like playing in a mine field- you will loose something.

Ok this started too long ago to utilize any restore point but here goes Originally surfing the net on Internet Explorer certain web pages would trigger Office to initiate an install and i mean attempt after attempt you had to be FAST to cancel each one and there would be at LEAST install windows Finally i got tired of that and just uninstalled it I never used it anyhow That problem whent Loops Windows Installer Causing Install away it started with another program and again i uninstalled it as I never really used it much NOW its affecting my Windows Live Messenger wich i DO use and OFTEN i have several winks and display pictures etc that i do not care to replace for a uninstall and re install of messenger What happens is when i click the Windows Installer Causing Install Loops link to load in Windows Live Messenger all the sudden up to instantces of MSIEXEC EXE appear in my running tasks along with MSNMSGR EXE if i pick the right MSIEXEC EXE and terminate it the installation window dissapears and Messenger appears and loads in Windows Installer Causing Install Loops OTHERWISE i have to keep terminating MSIEXEC EXE files untill it quits trying to install Oh BTW just plain letting it install is not an option as it seems to be a corrupt installer or something it eventually hangs at one point and will not ever finish I have all my updates to SP and this issue still happens im not jumping into SP as it breaks Style xp and TGTSOFT are not breaking any records fixing the problem I have seen similar problems here but all seemed diffrent from mine If i could put this problem into better words i d have GOOGLED my way to an answer but all my Googling turned up a big nothing My websearches for windows problems has lead me here many times before so i have decided to ask my frustrating question here I appreciate any help anyone can give and if any other info is needed just ask Also I believe i have the latest MSIEXEC EXE build
