Outlook 2003 Won't Send Email

Q: Outlook 2003 Won't Send Email

I get the following error message (0x800CCC7D) when I try to send email:
Your outgoing (SMTP) server does not support SSL-secured connections.
I checked with my ISP (Verizon) and they checked and concluded all my settings in Outlook were correct. They said to contact Microsoft.
Microsoft forums were of no help.
Any ideas?

When I try to send email, it gets stuck in the Outbox. When I run the "Test Account Settings," I receive a message saying that Outlook cannot connect to the outgoing mail server and to check my SSL or port settings, and that if the problem persists to check with my ISP.

I am using Comcast as my ISP and I have contacted them. My settings are correct (Port 110 for incoming and 25 for outgoing) according to them.
When I called Comcast they had me change the outgoing Port to 587. This did not fix the problem!
The only additional help Comcast can provide is transfering to Microsoft where they want me to buy their service plan. Is there another way to fix this problem?

Make sure Tools/Options/Mail setup, and tick the box- Send immediately when connected is ticked.

Are you able to delete it when its stuck in there?


Outgoing Email isn't sent.

Failure to connect to the outgoing SMTP mail server is usually caused when ISP's begin blocking outgoing mail that is not sent through their own Email servers. We normally are able to work around this block by sending Outgoing mail traffic on port 587 rather than port 25.

1. Open your Email account properties. Recheck the outgoing SMTP server settings.
2. Outgoing SMTP server:

4. Outgoing SMTP server requires authentication
5. Authentication uses same password as Incoming server
6. Outgoing SMTP server does NOT use SSL

I'm stumped I am running Windows XP with Outlook I use Comcast for my ISP and email When I try to send an email out with Outlook it won't send There is no error message and it is not in the outbox but it never shows up in the recipient's inbox After tons of troublshooting I've determined that it won't let me send an email with my signature attached If I use comcast's website I can use my signature and it goes through fine I changed my signature and used my partner's signature which is exactly like mine and it went through So I figured I would just paste his into the create a signature page and then change the contact info and name That did email send with signature won't 2003 Outlook my not work I tried to create a word doc with my signature and paste it from there but that did not work However if I hand type my signature then it goes through I can only guess that something between Outlook 2003 won't send email with my signature my computer and the comcast server is marking Outlook 2003 won't send email with my signature my message as spam when it reads my signature I have no idea how to fix this Any suggestions I've tried turning off the scan email option on McAfee but that didn't work either

The problem is not with Comcast. Try removing your account completely from OE. You will not lose your mail. From there just set it back up. I work for an ISP and you would be amazed at the problems that come in and this simple task fixes the issues.

In the last week, my outlook email has developed problems in sending emails. The emails just sit in my outbox, and will not go out. The only difference between emails that will go out, and ones that don't is the ones that don't, have a sent date of "NONE" . Is anyone aware of an issue with this. I have tested all my email accounts, and they all send and recieve test messages ok.

Hi All!

I'm having some trouble with Outlook 2003, for some reason I am not able to compose a new email and send it successfully, I can only send them if I reply to an email that I have already received.

I've tested to see if it might be isolated to external domains, but I can't send to anyone on my network either. All emails come up undeliverable or it say objet cannot be found. Any ideas why this may be happening?

I have a problem in my office that two systems are taking long time to send Excel attachments in MS Outlook 2003.

Outlook 2003 recd's emails W/attach but wont send an email W/attach on my W7 Pro 32 bit SSD Laptop.

All of a sudden I'm not able to send an email w/attach(s) from Outlook 2003. I've checked the box to send rec msgs instantly & checked COM add-ins to no avail.

"Now" I can't send emails "any" emails W/WO attachments because an email w/attach is stuck in the outbox & I can't delete it even though I deleted an email w/attach rec'd1/2 hr ago???

Usually, it would not do so immediately, but rather on a schedule per your settings.
To get email upon startup, just click send/recv to get the first downloads for the day.

Hi guys,
I would like to be able to move an email to a sub folder of my mailbox and get Outlook to send an email to the sender of the email I moved into it. Hope that makes sense.

I found this archived thread which has proved very helpful and I've managed to get it working for me.

I would like it to send more than just a one line email reply but I don't know how, maybe get it to use a text file for the body of the email?

I would like to know if I could send an outlook email via command line while also attaching a file via command line. I am trying to have a Windows 2000 or 2003 server inititiate an email when it sees a certain text file arrive on the server. The email should run automatically with the file attached. This maybe old news but not to me as I just purchased a Dell 64bit 519. I loaded MS Office 2003 and it seems to work OK except when using Outlook. It receives mail but will not send. The error msg is that the "connection to the server was interupted". I followed the regedit steps outlined in KB 831060 to add ConnectTimeout, ConnectTimeoutLow and RFRTimeout values but this seems to have had no affect on the problem. Still will not send.
Would a longer timeout be part of the answer and if so what value should I try?
Is there another solution?

Do you use any security suite (McAfee, Norton, etc.)? Also, check the security settings of the outgoing SMTP connection. Are you using SSL or TLS? If so, does your ISP want you to use those settings? I don't think you have a problem with your OS. I think a setting somewhere is out. I have seen 3rd party firewalls block sent email as well as some security suites. Post up some more details and we'll try to get this sorted.

Can receive email in outlook but cant send email has been like this for months now...I called my ISP and they didnt have an answer for it...Im running xp however I dont have the Xp disc to re install windows...its an older desktop computer I bought off of someone...Its a Dell PIII.

Im not to worried about not being able to send email on the XP puter because I have another desktop where the email works however its running on windows 2000.

Hello All

Looking for an explaination for this issue, client I support would like to send a word attachment via MS Outlook 03 but using the send to function in Word 2003 and selecting the mail recepient as attachment option, however the reciepients never get the email nor does it go into his sent folder. I have tested it and sent it to myself and have yet to receive anything. He does not get any error msgs, delivery failures etc... He can send the doc as an attachment by doing it the regular way through Outlook and it works and the msg goes to his sent folder.

Anyone come across this before?

When I click the Send/Receive button in Outlook 2003, nothing happens. This is a new probelm that just arose today. I have made no recent changes or updates to my computer that might have fcaused this problem.

In Outlook, go to Tools/Account Settings make sure that the settings are correct for your ISP/Email Provider.
Also, go to Start/Run and type appwiz.cpl and press enter. In Add Remove Programs highlight Microsoft Office and click Change. Here you have the options to Remove, Add Features or Repair. Try Repair first, if you have the Office CD, you can remove (Uninstall) Office and restart, then reinstall (you will not loose any Email, Documents or Settings)

I receive Outlook 2003 or Can't send am using WinXP Outlook and Norton Internet Security w AntiVirus I have been able to send and receive just fine until sometime last week all of a sudden mid-day I started receiving this time out error message with the number x A I contacted my ISP and she instructed me to disable both my IS and AV click on my email icon and once it all came through enable them both I did and all my messages both that needed to be sent amp received came through fine However Outlook 2003 Can't receive or send I am finding that I am having to do this each and everytime I want to check my email I have contacted Norton and they directed to me a help topic in windows which is also the help topic link that I found while searching your website I have also done endless searches on the Net by typing in my OS amp programs in question and by typing in the error number and found that there are several others experiencing the same problem with no assistance I have restored my system and I have all the latest updates and SP from Microsoft Can anyone lead me or start to lead me in some direction where I can get this resolved If there is any information I can provide that would help you understand my system better I will be more than happy to do that Thank you guys for your help Joyce nbsp

Have Outlook 2003 installed, with Windows XP-Home

Entered email account information (Mindspring/Earthlink) for dial-up. Tested account settings and all checked out fine.

The problem - There is no send/receive button on the toolbar.
- When I type an email and hit "send", it sits in the outbox
and goes nowhere.
- Under "Tools/Options/MailSetup" the "Send/Receive" button
is there but does not work.

All troubleshooting articles I have found say you have to enter an email account to get "Send/Receive" button but none say what to do when you have entered email accounts and still no rens/recive.

Have disabled NortonAntivirus email scanning and Norton Internet security but this did not help.

Appreciate any assistance you can provide.

I have recently started to experience an error in Outlook 2003 that causes the program to become unresponsive with the only option to ALT/CRTL/DELETE with the regular error reporting request at the end.

Problem is when composing a new HTML email all is fine until I press SEND then it just hangs.........

I have tried to save the email as a draft and send later...still the same

Have tried detect and result.

I also notice that it does not happen on the first email but usually the second

I have Outlook 2003 SP3 running on 3 computers. The load is identical on all three machines . When I compose an email and click on Send what then happens varies from computer to computer. On two of the computers, the item is sent to the OutBox and then immediately sent to the ISP server. On the third, the item sits in the OutBox until the Send/Receive button is clicked in the Standard ToolBar. As best I can tell, all three machines have Outlook configured identically.

I have looked through the Send/Receive options but can find nothing that suggests a control for "send immediately" other than "Send Immediately When Connected" and that is checked.

Any thoughts?

A little clarification regarding the specific computers. Two are laptops (IBM T40 and Dell M4300), one is a desktop (Dell9100). One laptop and the desktop do not exhibit this problem; the Dell M4300 does. The two computers that do not have the problems have recent (last few months) complete rebuilds (hard drives were going; drives were replaced and ground up reinstall of opsys and all programs done). However, the same MSOffice CD was used for install on all computers and all installs of Office2003 were upgraded to SP3. The Dell M4300 is a year old with factory installed opsys.

Well I don't have an answer but do have the same problem, although it happens sometimes for replies to me also.

I haven't gotten to the casue of this, but as a work-around I am doing this:-

Right-click on the email in the Outbox and do a REPLY ALL, this sends the email and you then just delete the original.
I hope someone else has a better fix.

when i log on to co. network via VPN my Outlook does not automatically send/receive e-mail unless I click on the "send/receive" icon. is there a setting i need to change so it just does it?

First post, so be gentle on me please.

I am running Windows XP with Outlook 2003. When I am wireless or hard-wired emails are absolutely OK......with one exception - when I go to my library and get on the WiFI, I can browse OK, but no email sending or receiving. I am OK with all other WiFi networks, but this one just seems to be different. There is no error message. I have tried disabling Norton Internet Security 2007, but no joy.

I have asked the staff, but they have no technicians on site.

Any chance of changing settings at my end to enable email activity? I am having to spend long periods in this specialist library, so a solution would be hugely helpful.

Whenever I try to send a URL from the url (file, send, link by email), I get a message when Outlook comes up, at the top of the email that says, "Outlook blocked access to the potentially unsafe attachements, ___. For this page, it was "newthread.url".

It will send, but no file will be found attached when the person receives it.

I went to the Security Settings from the Options menu, and reset everything to either "enable" or "prompt". Still, I cannot send a url page link by email

Any ideas?

Hello I originally posted this question on November in the Email section and in spite 2003 used Outlook 2003 email for Word as editor of many views there were no replies That is when I thought I might be going about asking the question the wrong way Windows XP - SP Microsoft Word and Microsoft Outlook I use Word as my email editor for Outlook Word 2003 used as email editor for Outlook 2003 I had had a problem or two awhile back and I used the Detect and Repair Function that comes with Outlook Problems cleared up HOWEVER I got a new and IMHO worse problem my emails that are advertisements like Newegg TigerDirect Overstock etc are fine but anything else that is actually text that is sent to me comes in very very small and I can not find a way to change it I have looked everywhere in Outlook Microsoft online and Google Sample attached I can t find it and it is driving me crazy If anyone could help I d sincerely appreciate it Thank you for your time nbsp

This appears to be a common problem, with many solutions, though I have yet to find one that works for me. When using Outlook 2003 with Word 2003 set to be the email editor, Word opens and works fine to CREATE a new email. However, when trying to REPLY TO or FORWARD an email, I get the error message "Microsoft Word is set to be your email editor. However, Word is unavailable, not installed, or is not the same version as Outlook. The outlook email editor will be used instead...," and when I click OK to that message the native Outlook email editor opens. Word 2003 worked fine with Outlook 2003 replying to or forwarding emails till this morning, but the behavior described above now applies. The OS, by the way, is Windows 10. I have tried to both "repair" and "reinstall" the 2003 Office 2003 suite, both to no avail. Would appreciate a much needed solution to this puzzle.

I am working on an issue that is site wide... Small business under 200 users are having this issue. When the client sends mail everything works fine. When the client attempts to receive mail they are unable to do so.

Troubleshooting I have done:

1. I was successfully able to send mail to an external email account... but I was unable to reply.

2. I contacted the mail server host... they said the reason that it was happening was because it was a pop3 mail account - ( I think that is wrong and there is another reason).

3. I am not receiving any delivery failures... so the mail is getting stuck somewhere along the way.

Can someone help me with this... I could use some tips for more troubleshooting so that I can identify the problem.

Same issue as a previous thread, the send/recieve button in Tools/Options/Mail Setup does not function. I've since upgraded to Office to 2007 but have inherited the same problem. I've gone through the same routine as the other guy in this forum i.e. un-install and re-install but no joy. Also the send/recieve tab on the toolbar seems corrupt as it shows 'send/recieve all' at the top which is correct but then has send followed by another send below? This aint right...I only have one account.

Is this caused by a particular virus which Norton seems to be blind to? Iv'e tried everything I can think ok so any help would be much appreciated.

I've got a problem with one of my postroom teams email accounts

She's using an exchange account with Outlook 2003 on XP Pro with no PST's. The exchange account is in cached mode.

If she creates new contacts or new meetings, and then does a send and receive, they are deleted from her account

However, if the account is taken out of cached mode, and then add the contacts, they remain, even when cached mode is put back on

I thought that the deleted contacts were being dumped into either the OST or OAB, but this is not the case. How can I resolve this issue as she has many entries to put in?

Hey guys

I really have two problems.
1. Outlook does not send or receive emails when I click the Send/Receive button or by hitting F9. My inboxes only update themselves when i click on each individual inbox or when the scheduled task of receiving and sending emails is complete.

2. I cannot edit the Send/Receive Groups. When i click on Edit in the Send/Receive Groups window, nothing happens.

3. I said two problems but i just encountered another. I tried to move up in the order one of my email accounts and got a error message stating "The specified Account was not found. It might have been deleted". Yet i have that email in my folder list.

1 minute is ridiculously too often. With 5 email accounts, you're hardly allowing the PC enough time to connect to the mail server to get ONE email account before you're asking it to do it again. To then expect it to do an additional manual send/receive in the midst of this is ludicrous. (Please don't take offense!)

Set it to at least 5 minutes.

Make sure that each connection does NOT say "leave a copy on the server".
Make sure you've run Detect and Repair from the Help menu. You may want to first hit File-->Work Offline before you run the D&R.

Oh...and while you're at it, tear their head off and poop in their neck, k?

One of my four mail accounts in Outlook 2003 does not close off the send received process. I get a Sending and Receiving error 0x80042109. Appreciate any ideas as to how to fix this.

I have outlook 2003 on my work computer and two home computers. Usually, when I reply to an email or try to forward an email, it just sits in the outbox. I try manual send/receive and it won't go. Sometimes, if I shut down Outlook and restart it, it'll send them but usually it never sends them, I have to copy/paste everything into a "new" email, then it will send it. Any ideas???

When I try to send and receive my email in outlook 2003 I get the error message as follows:

We have an application in Excel that is using the "Send Mail" event opening Outlook and inserting an attachment. Most of our users have Outlook 2000 but some are converting to Outlook 2003. In OL2003 when the user clicks the button to open Outlook and insert the attachment they are receiving the following error message:

Cannot start Microsoft Outlook. A program error occurred. Quit Outlook and Microsoft Windows and then start again.

Not all OL2003 users receive this error.

About 2-3 weeks ago, my outlook 2003 has started trying to send 3 emails upon opening Outlook, and when it performs its auto send/receive. It errors out with an error 551(0x800CCC6B), cannot relay messages. The problem is, there are no emails in the outbox. I have performed a scanpst.exe, and it said it fixed some errors...but not this one. I performed a fix with Ontrack Data recovery...but no luck there either. The only thing I have not tried is to backup the pst and not include the outbox....there has to be a better way. All of my research shows this to be an OE error, but it is Outlook. ANY IDEAS?? This is driving me crazy!!

I've been using Outlook this morning and everything ok until just now. Composed a forwarding email from an incoming email, clicked on send and...nothing. But get this message (helpful, not) "Cannot send this item". Also tried changing email accounts, same thing. But tried sending test emails from variety of accounts, all ok. Is there something about the email that is preveting outlook from sending this email. It was generated from Windows mail by my daughter and I've replied to her previous emails with no problem so its just this one. Anybody got any clues? Thanks in advance.

I know my settings are all correct cause I talked to tech support before posting this issue. I can recieve, but can't send. The tech guy suggested reinstalling Outlook. I did so by reinstalling 2k. I had other reasons for reinstalling 2k besides the Outlook issue. Anyway, he had no solution and I figured someone around here can gimmie some good ideas.

I am using a (BT Yahoo) email address with outlook 2007. I have used it for ages with no problems, then suddenly a few days ago I could receive, but not send email. The messages would appear to have sent, would show in my sent items folder, but they didn't actually get sent.

I tried to change a few settings, which didn't work, and have now put it back as before, but now the messages don't even leave my outbox. When I click send/receive, it just stays on sending for ages, but I get no error messages.

So we are using an exchange server here and outlook is not sending mail. It can receive it, but it can send it. The mail just sits in the Outbox. Here is the funny thing I noticed. You can create emails and click send, but they go directly to outbox, no further. Then in the tool bar there is no Send/Receive button and I can't add it back in via the customize toolbar menu. It seems to have disappeared from there as well. Any help? Anyone?

i have suddenly had the same experience as others with the send/receive button in outlook 2003 disappearing upon startup of outlook. have tried all of the suggested remedies without success, including creating a new profile. For that i just added a 1 next to the name and included the same information as the other profile. I got the same response as always - no send/receive. Is there something different i need to do?

Last week, I attempted to upgrade on line to Outlook 2003 SP2.

Thought it would solve another problem which was later solved elsewhere

Anyway, I got an error on the upgrade installation saying I was using an unexpected version. o I cancelled the installation of the upgrade.

I do not know if this is related to the issue, but here's the peoblem I have been having since Friday.

I can send email fine, but I do not receive email.
When I force the send/receive (F9) I get the following error;

Outlook configuration has not changed... the problem (no mail in or out of Outlook 2003) coincides with some security changes I made to my system a couple of days ago. I uninstalled AVG Antivirus, AVG AntiSpyware, Kerio Personal Firewall, Ewido, and Adaware. I then installed Antivir and Spyware Terminator then reinstalled the latest version of Kerio Personal Firewall. My firewall settings were all saved, but the mail issue persists even when I kill the firewall and spyware terminator. I've even disabled Antivir... all to no avail. New email accounts don't function either

It is not the mail servers since I'm using comcast, gmail and an exchange server... none of them are connecting. I've rebooted the computer and I've tried the detect/repair tool in Outlook

My system is running XP Pro SP2.

Any ideas?

I have outlook 2003 on my machine and would like to know how to enable/disable send receive on startup. Sometimes my pop server seems to not like the auto send receive and I want to see if outlook is the problem "before" I call verizon and look foolish.

I have a strange Outlook problem. I can receive but not send. Well more accurately it is occasionaly sending, but usually in the send and receive window there shows up two identical sending checklist items, and one receiving item for the email account.

The account itself is fine and tested on another computer so thats all good. I have played with the "log into incoming server first" and other settings in outlook with little success. It is driving me crazy as I send a lot of email for business.

Any suggestions are welcome.

Hi, I'd be really grateful to anyone who can solve this one for me. I'm using Outlook 2003 (service pack 2) on Windows XP. Last week it started to refuse to send emails to one particular address. The emails to this person just sat in my outbox, and blocked others from going out as well. I went offline, deleted the email and went back online, and my other emails then went OK (I did not try to email the problem address again at that point). A few days later I tried to email the problem address again. The same thing happened - except with worse results: this time, the two other emails that were in the outbox at the same time also became non-functional. So now I have three addresses to which emails will not go out of my outbox. Has anyone encountered this problem before and know what I can do about it? Thanks for reading this far.

my outbox on many machines will not empy (send) out of outlook. All versions on my mail server. The server recognizes the user/pass but will not send the mail. Some times it says the tcp/ip connection was stopped by the server. I can still recieve emails. All this started happening out of the blue. ALL server addresses are correct and settings corect on the nodes.

What's the best way to go about sending a mass email in Office 2003? I'm aware of distribution groups, but this email is going out to hundreds of addresses....none of them local (e.g. not listed in the directory). I've got a text file (or excel) I can dump/import the addresses from, but I can't seem to find a way to do this.

I have done no changes other than the standard updates thru MS.
Contacted Charter and went through troubleshooting - they say its a MS Outlook issue. I am able to send/receive thru my web based accounts @ Charter.
I have gone through "safe mode" w/ MS tech and wants a ton of money, didn't fix anything!
I am on a hotel wifi network but have been for months and this just started a few days ago.
On a quirky sidenote: The B/G color always wants to default to white. I always had it dark grey, changes back to white when I restart Outlook.

You could try Repairing Office 2013. To do that open Control Panel, select Programs & Features, then scroll down to Microsoft Office 2013, Right Click on that & select Change & that will open a couple of Repair Options to try.

I'm running XP with Comcast as ISP, and Outlook Express as mail server. Everything was running well until yesterday. All of a sudden I can't send email. Incoming email works as before. No changes have been made recently except I started using the standby function about a week ago.
Am getting the 0x800CCC0F error message. Disconnected from router and now am running directly to Comcast modem but problem remains.

When I create an email in Outlook 2002 and click on the "send" button it places the email in the "outbox" folder where I have to click "send" again. When you click "send" in Outlook Express the message is sent. Why does Outlook require two steps. Can't find anything in the help menu.

I recently started to use outlook express. I have it set up for roadrunner accts. I can receive emails, but cannot send them. I have it set up exactly as a friend does on his 2 computers, so I am assuming it is right. I also tried to set it up for an aol screenname, using their exact set up instructions, and even then, I can only receive email, and not send. Any suggestions?

All of a sudden, I am unable to SEND email using Outlook [2003 SP1] from my domains that are hosted by Go Daddy.

My current settings are to use their SMTP server [], checking the box that "Requires Authentication using Login and Password" and using Outgoing Server 25.

I have verified that this is NOT an ISP issue (I opted out of the SBC DSL Port 25 restriction).

I logged in to my Go Daddy account and RESET all of my email accounts.

When I run the TEST within Outlook, everything works fine!

However, when I send test emails, I get an Undeliverable message from System Administrator with the message:

The following recipient(s) could not be reached:

'[email protected]' on 10/30/2006 12:27 PM
554 Message refused.

I am wondering how to send an email to a list of people in an Access database. The email should have a message in the body, as well as a Word attachment.

I know how to do this using a mail merge in Word where I can send the email using the Word doc as the email body message or attach this Word doc to the email, and I can select the recipients from an Access db. I want to be able to do both - have a message in the body of the email and attach a Word doc. I don't see an option to do this when doing a mail merge in Word using an access db.

Is there a way I can do this?

Hmm. A couple wild thoughts here:

Have you tried disconnecting from the internet entirely and connecting again to see if that solves the problem?

Have you tried flushing your DNS and IP numbers? I'm afraid I don't remember the directions for that, but I found it here on BC. That might solve the problem.

By the way, what AVG are you using? AntiSpyware or AntiVirus?

Outlook stopped receiving email on 30 Apr. I tried to uninstall MS Office as suggested by HP, but get an error: Can't access network location of %APPDATA%.
I have an HP Pavilion dv9000 laptop with Windows Vista x64 and MS Office 2007 Outlook. I've spent hours w/ HP and AT&T tech support, but can't resolve the problems (Email & %APPDATA%). HP wants me first to restore my laptop to its originally shipped configuration (I'd prefer not to if I can) and AT&T wants $99 for advanced support. So, I came here for help.

Hi, I have a strange problem which is that my MS Office Outlook 2003 keeps trying to send emails but I don't have any to send At the bottom it says Sending 1 of 1,2 or 3 messages!! But there is nothing to send!! The out box is empty!! The out boxes on Yahoo, Gmail etc are empty....In fact every folder is empty!!!I have several email accounts using Outlook but everything seems to be sent OK and received. Sometimes I get a error code 553...address not verified!! Or that the server took longer to answer than it should have taken. I seem to only experience this problem when I am sending email from within my school's network; I don't experience this problem while using my cable modem/wireless router set-up at home. The only thing that I can think of is that it is some kind of network/firewall setting, which is causing Outlook to die. The probable solution probably can be found by inquiring with your network administrator.

Whenever I send an email, it takes forever to get to the recipient. When I sent the test to myself, I clicked on the Send/Receive button to speed up the process, however it does nothing. As some of you may know, when that button is pressed, a dialog box appears showing the progress of the email being sent or received. Does anyone know why this is happening and how it can be fixed?
